Thomas Stagg is a partner in the metro Seattle office of Novogradac & Company LLP. He specializes in audit and tax services for real estate transactions. He has extensive experience with low-income housing tax credit (LIHTC) deal structuring, including assisting developers and investors in navigating acquisition/rehabilitation developments and Year 15 disposition issues. In addition, Mr. Stagg has assisted many clients in applying for and obtaining the LIHTC. He has extensive experience in performing IRC Section 42 tax credit property compliance testing and regularly contributes articles regarding the complexities of LIHTC property compliance to the Novogradac Journal of Tax Credits, Novogradac Low-Income Housing Tax Credit Handbook and Novogradac LIHTC Property Management Handbook. Mr. Stagg frequently speaks at industry events as well as Novogradac & Company LLP’s affordable housing conferences and webinars. Mr. Stagg received his bachelor’s degree in accounting from Brigham Young University. He is licensed in California and Washington as a certified public accountant.

Brad Bullock

Brad Bullock, senior vice president, joined City Real Estate Advisors Inc. (CREA) in April 2011. Mr. Bullock has more than 24 years of experience in the affordable housing industry, most recently as the head of advisory services for a real estate management, development and investment firm. Before that, he was the head of asset resolutions at a financial group, which owned 1,000 affordable properties representing a $3 billion equity investment. In 1998, he and his partners sold a national low-income housing tax credit (LIHTC) syndicator to a large nationally known bank. He assumed responsibilities for the bank's national affordable acquisitions platform which generated more than $1 billion of equity and debt origination in 2006. Mr. Bullock has also successfully developed low-income housing developments as a principal. He graduated from Oregon State University in 1981.

Levi Brooker

Levi Brooker is a senior vice president and loan officer for JLL’s multifamily lending division. Before the firm merged with JLL in November 2015, Mr. Brooker was with Oak Grove Capital and its predecessors since 2004. Over his career, he has been involved in the closing of more than $1 billion in multifamily housing loans throughout the nation. Mr. Brooker has expertise in a wide variety of asset types, including market-rate apartments, affordable housing, manufactured housing, student housing and senior housing. Additionally, he is highly experienced in complex deal structures including acquisition/rehabs, tax-exempt bonds, low-income housing tax credits (LIHTCs), new construction, preferred equity and mezzanine debt. As a previous senior underwriter, Mr. Brooker prides himself on offering certainty of execution due to his superior knowledge of Fannie Mae, Freddie Mac and HUD/FHA programs. Mr. Brooker resides in Los Angeles and holds a master’s degree in finance from the UCLA Anderson School of Management, as well as a bachelor’s degree in real estate from St. Cloud State University in Minnesota.

Eugene G. Cowan

Mr. Cowan practices in the area of taxation, including real estate and other partnership syndications; income tax planning and litigation of individuals, businesses and tax-exempt organizations; and state and local income, property and sales tax matters. He is known for his knowledge of tax issues relating to residential and community economic development using low-income tax credits (LIHTCs), historic rehabilitation tax credits (HTCs) and new markets tax credits (NMTCs). He also has extensive experience in creative tax planning for business and investment transactions, including mergers and acquisitions of private and public companies.
