Thomas Stagg is a partner in the metro Seattle office of Novogradac & Company LLP. He specializes in audit and tax services for real estate transactions. He has extensive experience with low-income housing tax credit (LIHTC) deal structuring, including assisting developers and investors in navigating acquisition/rehabilitation developments and Year 15 disposition issues. In addition, Mr. Stagg has assisted many clients in applying for and obtaining the LIHTC. He has extensive experience in performing IRC Section 42 tax credit property compliance testing and regularly contributes articles regarding the complexities of LIHTC property compliance to the Novogradac Journal of Tax Credits, Novogradac Low-Income Housing Tax Credit Handbook and Novogradac LIHTC Property Management Handbook. Mr. Stagg frequently speaks at industry events as well as Novogradac & Company LLP’s affordable housing conferences and webinars. Mr. Stagg received his bachelor’s degree in accounting from Brigham Young University. He is licensed in California and Washington as a certified public accountant.

Lindsey Sutton is a manager for the Government Consulting and Valuation Advisory Services (GoVal) group in the Austin, Texas, office of Novogradac & Company LLP. Ms. Sutton has professional experience and extensive knowledge in market analysis and valuation of multifamily properties in the affordable housing industry. She has performed or assisted in the preparation of various types of multifamily analyses, feasibility studies, rent comparability studies, partnership valuations and appraisals for residential and commercial developments funded by low-income housing tax credits (LIHTCs) and the U.S. Department of Housing and Urban Development (HUD), as well as the U.S Department of Agricultural (USDA) Rural Development. She also specializes in consulting for syndicators, developers and lending agencies. Additionally, Ms. Sutton has extensive knowledge of the HUD rental assistance demonstration (RAD) program and has provided appraisal and other various consulting services under this program. Ms. Sutton received her bachelor’s degree in finance from Texas State University. She has her Texas appraiser trainee’s license in pursuit of her certified general appraiser’s license.

Mark Burton, senior vice president, joined City Real Estate Advisors Inc. (CREA) in January 2008 and is responsible for underwriting real estate investments. Before joining CREA, Mr. Burton originated commercial real estate loans for 40|86, a large capital company. Mr. Burton has originated in excess of $1 billion in commercial mortgage loans. He has more than 20 years of commercial real estate finance experience. Mr. Burton was formerly a CPA with a major national accounting firm. He holds a bachelor’s degree in accounting and a master’s degree in real estate finance from Indiana University.
